I hope Arnold doesn't let this one pas it means all cars reguardles of how old they are must get smoged. Good bye high performance if its passed!!

ACT NOW TO STOP THE CALIFORNIA EMISSIONS EXEMPTION REPEAL BILL!

On Friday, August 27, the California Legislature approved a bill known
as A.B. 2683. This bill would repeal the state`s current pro-hobbyist
emissions-test exemption for vehicles 30 years old and older. It
includes amendments that do not protect car collectors and is being opposed by
SEMA and the major car organizations in California. This bill would
require:

* All vehicles with post-1975 model year insured as collector cars
(driven only to parades and exhibitions), and at least 35-years old to
continue in the Smog Check program for the life of the vehicle.

* Revisions to the Smog Check testing regimen for these qualifying
vehicles, including a tailpipe test, functional inspection of the fuel cap,
and a visual inspection for fuel leaks. The vehicle would also be
forced to comply with the exhaust emissions standards for the vehicle`s
class and model year as prescribed by California regulators.

The bill is now in the hands of the Governor who can choose to veto it

A THREAT TO YOUR HOBBY!

Despite assurances from the bill`s sponsors that a good faith effort
would be made to address hobbyist concerns, this bill continues to betray
the trust of the collector car community. Here`s how:

* HIGH COST: This bill could be far costlier and even more burdensome
to vehicle collectors.

* ARBITRARY GUIDELINES: Regulators could set emissions standards to any
level that suits their purposes in order to ensure inspection failures.

* UNLIMITED POWERS: Nothing in this bill would stop regulators from
bringing 1975 and older vehicles back into the Smog Check program at a
later date.


STAND UP FOR YOUR RIGHTS!

Again, we urge you contact the Governor`s office at the address or fax
number listed above. Here are some talking points to include:

* California`s current law recognizes the minimal impact of vehicles
30-years old and older on emissions and air quality.

* Vehicles 30 years-old and older make up a minuscule portion of the
overall vehicle po****tion and are poor source from which to look for
emissions reduction.

* Antique and classic vehicles are overwhelmingly well-maintained and
infrequently driven.

Legislators, regulators, and stationary source polluters are feeling
the heat from a failed effort to meet air quality goals and are looking
for a convenient scapegoat, using false data and inflated annual mileage
assumptions to further their case. Don`t let your hobby carry the
burden of their mistakes--contact the Governor`s office today!

Let us know how it turns out. Not that I care, as for hobbys, my electric model trains are still emission free.:p I hope things turn out the way you want them to.

This is BAD? yes, its A HORRIBLE thing for people in california to STOP POLLUTING. The times are a-changin' man, and theres nothin you can do. The worst polluters SHOULD be stopped.

Thats not unlimited. There is a limit "1975 and older are subject to review at a later date" - That's fair. If it becomes a trend to sell '74 v12s to people so they can getr around smog laws, id **** well hope they could readjust that period. Also, TIME GOES ON - next year (believe it or not!) EVERY CAR will be a YEAR OLDER. In 2030, cars from 2000 will be older restoration cars - A law like this will need room to grow.

Thats because all the new cars sold in the past (I think) 15 years have been already under strict california emissions control rules for sale.

Imho, this is akin to whining about anti-littering laws.

Eh pot smoking naturists... Of course they have a point, you guys are contributing to global warming and all (yeah yeah I know scientists have now found there is no such thing as global warming and it's all a farce, but what do they know?). They're doing the right thing, and the next thing they need to do is go to socialised medical system so we too can wait three+ months for an important heart bypass or operation, and so our hospital staff can also have extended vacations because we have to close them down due to the state being out of money just like our neighbors to the north . Hey the state can even make more money by taking after Canada and suing the doctors who delivered more than their quota of children for the year.... Think of all the benefits....

Edit: And anyone that doesn't realise this is all in sarcasm should be shot.

the current law is if you have car over 30 yers old that it doesn't have to get smoged but this law changes all of that. this will make it so ALL cars will have to be smoged which isn't a bad thing the problem but say good bye to headers and nice sounding cars It getts rid of Alot of High performance stuff.
You prolly are not an old car owner thats why you don't understand the reason y I don't want this law past. its not that i wanna kill the enviroment

Exemption

I seem to remember reading once that DMV guidelines state that if it would cost a significant amount of money (i.e. nearly as much as the car is worth) to make the car emissions compliant then cars could be waived on an individual basis. I wonder if I am remembering correctly, and if so how the new law would apply to this. I wonder if they would waive a junker car when you first got it, so you think ok this is cool, and then you put in all the $ to restore it, and then when you renew your registration DMV says "Well, since you spent all that money on your car to make it nice and increase the resale value, now we will force you to make it emissions compliant, even though it was exempt before." Hmm. Something to think on. Although I don't drive a classic car myself, and am all for newer more efficient engines, I think people should be allowed to pursue their hobbies. Anyway the trend will end itself. Every year there are fewer and fewer "classic" cars as they are wrecked or sent to the junk yard. As for the ones that squeak in every year under the 30 year rule, each year that is added is more efficient than the last. The way this is going we will all be forced to drive Geo Metros that have a tailpipe smaller than my sprinkler system. Maybe we should require all these environmentalists to get a tree tag, something that only allows them to chain themself to one tree a year in protest, so as to protect the delicate bark of local flora and ensure generations of healthy trees to come. Maybe make them take a "Protest Safety" class as well and license them. Just my two cents

On the contrary, i love cars. Especially old ones. My uncle Jimmy is in the hot rod hall of fame, for goodness sake. However, i love our planet and our health more. I really think that this is a step in the right direction.

Good arguement? Sure... how bout the fact that they've found that, while yes smog is bad to breathe, it does nothing really to our environment, there is no such thing as global warming, and that the earth pretty much takes care of itself and can clean itself up perfectly fine. While I will agree clearcutting entire forests and wiping out entire eco-systems are bad nothing has been found to corelate air pollution with environmental destruction or harm. I highly doubt the low percentage of classic non-modern day smog compliant cars on the roads each day contribute any measurable amount to the pollution which one breathes.

In short there are better things for California to spend the tax payer's money on than wasting millions on a compliance issue that isn't an issue. But then what do I know, live in the state with the greatest number of refineries in it, and zero real smog regulations on vehicles, yet it's the 5th cleanest in the nation in terms of air quality because we went after forcing companies to find cleaner ways of production and refinement of oil than going after the little guys that cause no real harm. Personally I would be more ****ed about the waste of tax payer money on such a farce than I would be about the regulations themselves. And trust me, it's all related, but I doubt you want to get into a debate about forms of gov't and which is best as shown over time.

After I first read through, I thought you were telling the truth. Does this mean I should be shot?

Edit: Hmmm... According to almost every site and everything I was taught in school says global warming is happening, so I'm a little lost here...
