my pc has been actin a bit slow, (I just reformatted)

I noticed that my cpu useage has been actin weird. the first pic is when Idle and the second is when I start steam up. I imagine it probably does the same with other programs as well.

-EDIT- well i cant get the pics to upload but when i start steam the cpu useage jumps to like 100% for almost a minute. doesnt seem right to me

I haven't been able to log into steam lately, it freezes me

START/RUN/MSCONFIG/STARTUP and then type down all the programs
you have checked in there once you done with that i will tell you what to do
other than that i can't help you

i always do that.theres only a few checked, like my antivirus and my mouseware thingy
