*update*
Today i showed my traceroute results to a certified network specialist that works at a server bank in Lafayette. He looked at em for a while, and he said its one of two things... Its either that there is some bad hardware from the server router to the server itself (cable, etc.), or there is a bandwidth problem with our server. Neone help me clear this up? If Cannon would post with a little help i would be aprreciative but ne help is welcome. He said to talk to the server owner because its that end.

Well that's fine and dandy for him to say, except for 1 tiny problem with that theory.... I don't get that choke. So if it was a hardware issue, everyone would have that same issue, not just you. Really he should've explained that to you.
Choke can be caused by a number of things. If it was packetloss I would say, ya it's prolly a network issue. Choke is more like throttling. Like the server is sending you 100 packets, but your pc is only handling 70 of them properly. Check your rates, make sure the cl_updaterate and cl_cmdrate are set to 66 or 67. Next is to disable vsync. With vsync on it will limit your fps to your desktop refresh rate. This is known to cause choke, as well as bad fps, stuttering visuals, etc. The only advantage to vsync is no image tearing.
Now choke can also work the reverse. The server is sending you 30 packets and you're expecting 100. That should only happen if the server is lagging badly, in which case (once again) this would affect everyone.
Have you done anything to your CSS or your pc recently (or around when this started)?
The only other thing that I can think of, is that the route that your taking is not very efficient. I don't think there's much of anything that can be done about it tho. I don't know who controls the routing, or how it's managed. It sounds to me like it's sending your signal to alaska then back to ny.

well ive heard a lot of reports that other ppl are getting lag too. I was just wondering if cannon would be able to control ne of the routing (which i doubt) or something like that because its frustrating not being able to play on our server... the only one ive had ne problem on. I will talk to him again in a few days, prolly monday and let him know wut u said, and get his opinion.

ok well everyone should know of my problems.... i join and have a ping of the outrageous 250+ variety and get autokicked. i rejoin and maintain a ping of 80-90
however... when i run 90 ping i dont lag like that possum.... strange to see that.
anyways tho its only been happening as of late. and i want to say its riddle's internet because for some odd reason my online ps3 games are getting a ping of 750. i did a speed test and found that the download rate was 19,000 k but the upload rate was only 38k? blasphemous. but yeah. thats me.
also for some reason... all my comp games have fine pings online (bf2, css, fsx, etc.) cept for CoD4. and we are talking horrid. i find servers and the lowest ping on the long long list is 1300!!!

The outrageous ping when you first connect is usually caused by your graphix card. This generally only happens when you connect directly from outside the game (ie: through xfire or the steam servers list). Once your video card catches up the ping dies back down. If you alt-tab back and forth the same thing will probably happen as well.
Choke can be caused by your graphix card as well, if it can't handle the high settings you put it on. From what I remember of trying to help possum before it's more a case of strange things going on. If you're running Vista tho, I wouldn't be surprised, but I doubt that's the case.
Often the routing tables get changed every once in a while anyways, so keep trying. One day it might just magically start working properly again.
