Best Buy is doing a contest within their stores to see which store can sell the most 360 accessories. The contest starts on Sunday so your local Best Buy should have a good amount of consoles in stock. You can also check their inventory Here.

It's just something that stores do within themselves to have competition. Retail stores do this all the time.
